    BeInCrypto’s Expert Council on Law and Regulation is launching in partnership with the Government Blockchain Association: the new Legal & Regulatory Expert Council will be publicly presented for the first time during the summit “The Future of Money, Governance, and the Law,” which will take place from September 29 to October 2, 2026, in Washington and New York.

    BeInCrypto has become the official partner of GBA at the key FoMGL summit. For the media group, this is not just participation in an industry event, but the start of a separate expert direction dedicated to law, compliance, and the regulation of the digital asset market.

    The public presentation of the council is scheduled as part of the New York segment of the program at the UN Headquarters. The venue is being finalized, but it has been stated that the meeting will take place in the context of the Headquarters of the United Nations and will be open to participants in a global discussion on how Law, Regulation, and technology are changing financial infrastructure.

    FoMGL will bring together regulators, business, and technology experts

    The GBA program is designed for three days. It will begin with discussions on Capitol Hill with American lawmakers and will then continue with a one-day summit at the National Press Club (United States). The main topics will include artificial intelligence, Blockchain, quantum technologies, and their impact on financial services.

    Particular attention will be paid to digital assets, tokenization, Cryptocurrency, Digital asset, Asset, and new regulatory frameworks. For a market where cryptocurrency increasingly intersects with traditional finance, such discussions are becoming part of a broader agenda on trust, transparency, and cross-border oversight.

    The evening part of the program will take place in the format of cryptopoly. Participants will gather for a formal reception in a historic Georgian-style mansion, where they will receive play money and themed crypto cards. These can be bought, exchanged, and sold as part of the game with cryptocurrency prizes.

    Who Will Speak at the Summit

    Among the confirmed speakers are representatives from international organizations, government structures, financial institutions, and crypto companies:

    • Jarod Koopman — U.S. Department of the Treasury and Internal Revenue Service.
    • Landon Zinda — SEC Crypto Working Group.
    • Thomas Pushnik — World Bank.
    • Lauren Beliv — Ripple.
    • Corey Ten — Circle.
    • Robin Cook — Coinbase.
    • Dr. Scott Stornetta — one of the co-inventors of blockchain.
    • Charles Hoskinson — Cardano.
    • Marcus Wait — Grant Thornton.
    • Christopher Bramwell — Utah State Government.

    The list of participants reflects the main idea of FoMGL: to bring together the public sector, financial institutions, technology companies, and regulatory experts on one platform.

    Why GBA’s Participation is Important for the Regulatory Agenda

    The Government Blockchain Association operates at the intersection of public governance and private expertise. The association has representatives in over 500 government agencies worldwide, as well as more than 50 working groups focused on various aspects of blockchain and new technologies.

    GBA has developed the Blockchain Maturity Model — a model for assessing the maturity, reliability, and integrity of blockchain solutions. It was presented by the Dynamic Coalition on Blockchain Verification and Standardization, recognized by the Internet Governance Forum. This context is important for the entire topic of Internet governance because it involves not only technologies but also rules, trust, and compatibility of approaches from different countries.

    The Internet Governance Forum is convened by the UN Secretary-General as a global platform for dialogue on internet governance. In this system, GBA helps connect the requests of government structures with the expertise of businesses, legal consultants, financial specialists, and technology teams.

    What the Legal & Regulatory Expert Council Will Focus On

    The BeInCrypto Expert Council on Law and Regulation brings together specialists working with the regulation of cryptocurrencies and digital assets, compliance, taxes, financial data, sanctions, anti-money laundering, and institutional adoption.     The council’s focus is on real issues faced by businesses in the digital asset space:

    Regulation of digital assets works only when law, taxes, compliance, privacy, and technological architecture are considered together.

    Which Regulatory Issues Are Coming to the Fore

    When dealing with cryptocurrencies, businesses often encounter legal uncertainty, differences in rules between countries, security risks, complex identification of parties, volatility, and transparency requirements for operations. Working approaches to these problems include developing legislation, implementing KYC/AML standards, compliance checks, clear tax accounting, auditing processes, and using smart contracts where they help establish transaction rules in advance.

    Cryptocurrency regulation is developing unevenly. In Russia, market participants consider the legal status of operations, restrictions on payments, tax accounting, and income declaration to be important. Abroad, approaches vary: the USA emphasizes oversight and law enforcement, the EU focuses on unified rules for market participants, while in Asia, regimes range from more open to more stringent. Therefore, international companies must compare requirements for licensing, client protection, reporting, asset custody, and combating illegal operations.

    A separate layer of questions is related to risks for users and companies: loss of funds, hacks, phishing, scam exchanges, fake ICOs, Ponzi schemes, and the absence of familiar guarantees for returns. To mitigate such risks, counterparty checks, transaction monitoring, sanctions screening, internal compliance policies, and tools for combating money laundering and financing terrorism are used.

    The tax aspect depends on the jurisdiction and type of operation. In some cases, the key issue becomes income from the sale of cryptocurrency, while in others, it is the accounting of company operations, reporting by platforms, or the consequences of cross-border payments. Therefore, legal support usually includes consultations on regulation, transaction support, tax planning, compliance, auditing, preparation of internal procedures, and protection of interests in disputes.

    Among notable trends are the tokenization of assets, increased KYC/AML requirements, growing attention to sanction risks, development of rules for digital assets, and a closer link between the crypto market and traditional finance. These topics are what FoMGL brings to the broader discussion on trust, transparency, and cross-border oversight.

    At FoMGL, the council will present this perspective within the framework of a global political discussion.
