    The Financial Conduct Authority will open applications for cryptoasset authorization on September 30, 2026, with a filing deadline of February 28, 2027, ahead of the full regime starting October 25, 2027. Firms that apply on time and meet conditions may continue specified activities during assessment, while late applicants could be forced to pause regulated services. Existing anti-money-laundering registration will not convert to authorization, requiring new applications or permission variations from trading venues, custodians, stablecoin issuers, lending services, and certain staking providers. The deadline coincides with expanding retail crypto access through products like Hargreaves Lansdown’s newly launched crypto ETNs. Offshore exchanges including Binance face decisions on whether to seek UK authorization.

    Britain’s cryptocurrency businesses have until February 28, 2027 to submit applications for authorization under the country’s incoming regulatory framework, a deadline that will determine whether they can keep operating while the Financial Conduct Authority reviews their filings.

    The five-month window opens September 30, 2026 and closes at the end of February next year, ahead of the full cryptoasset regime that takes effect on October 25, 2027. Firms that file on time and meet all relevant conditions may continue providing specified services during the assessment period. Those that miss the cutoff lose that protection and could be forced to pause regulated activities until the FCA reaches a decision.

    What the application window covers

    The timeframe applies to submitting an application, not to receiving approval. The regulator has made no commitment to decide before the new rules begin. Existing anti-money-laundering registration will not automatically convert into authorization, meaning covered firms must either file new applications or vary their current FCA permissions.

    The framework captures a broad swath of the industry. Trading venues, intermediaries, custodians, stablecoin issuers, lending services, and certain staking providers all fall within scope, as do FCA-authorized companies and some financial promotions approvers. Applicants must satisfy the regulator’s threshold conditions, which include new standards for prudential management, governance, conduct, safeguarding of client assets, and operational resilience. Separate rules address stablecoin backing assets and redemption mechanisms, disclosure requirements for assets offered or admitted to trading, and market-abuse controls.

    The FCA opened a pre-application support service in July to help firms prepare before filing. Companies are advised to confirm the correct submission route and required documentation in advance, since the available guidance does not spell out every application material or transitional arrangement.

    A shifting landscape for retail access

    The deadline arrives as established investment platforms expand limited crypto exposure to retail customers. Hargreaves Lansdown began offering nine Bitcoin and Ether crypto exchange-traded notes to eligible clients on September 3. Access is restricted to the platform’s Advanced Investing service, requiring customers to self-certify as advanced investors, pass a product-risk assessment, and complete a 24-hour cooling-off period.

    That launch followed the FCA’s October 2025 decision to permit retail access to qualifying crypto ETNs. These products sit outside the new authorization process for operating regulated cryptoasset activities, though the regulator has separately proposed allowing certain authorized funds to hold up to 10% in crypto ETNs. Direct crypto ownership by those funds has not been proposed.

    The distinction matters for platforms serving UK users. Consumer apps such as Revolut and trading venues like Robinhood’s crypto business operate within the same tightening regulatory environment and will increasingly need to meet FCA standards.

    Offshore exchanges face a decision

    Offshore platforms must decide whether to pursue UK authorization for covered activities. Binance has been linked to plans for an FCA licence application, though the exchange has not publicly confirmed any filing. Existing FCA restrictions on Binance Markets Limited remain in place.

    Nick Jones, founder and chief executive of Zumo, argued in a Financial Times letter that clearer rules could draw more established financial institutions into the sector. He pointed to regulatory uncertainty and partner risk as barriers, adding that firms will need compliant local partners and stronger operating systems. Those views reflect his assessment rather than an FCA finding.

    Across the Atlantic, the Securities and Exchange Commission proposed separate cryptoasset rules on August 18 covering certain investment contracts and possible securities-registration exemptions. The SEC continues accepting public comments, but its proposal does not alter FCA approval requirements for UK crypto firms.

    For crypto holders, the practical takeaway is straightforward: a regulated market aims to provide clearer protections, and platforms serving UK users will increasingly need to meet those standards. Users of UK crypto services should check whether their provider is pursuing FCA approval.
