US President Donald Trump called on Congress to pass the Digital Asset Market Clarity Act during a White House meeting with crypto and finance executives on Aug. 19.
Speakingalongside SEC Chair Paul Atkins, CFTC Chair Michael Selig, and White House crypto adviser Patrick Witt, Trump urged lawmakers to pass “a fair version” of the bill, which he said would keep the US “ahead of China” and open the door to the next wave of digital asset innovation.
The CLARITY Act passed the House of Representatives in July 2025 but has been stalled in the Senate for months. Disputes over tokenized equities and stablecoin rewards and concerns about the Trump family’s potential conflicts of interest with the crypto industry have slowed its progress. Republicans still need roughly six Democratic votes to reach the 60-vote threshold required for Senate passage. The bill is expected to return to the Senate floor in September, with a procedural vote possible around Sept. 18.
Coinbase CEO Says CLARITY Act Could Survive for Decades
The White House gathering drew executives from across the crypto and financial sectors. Attendees included Coinbase CEO Brian Armstrong, Ripple CEO Brad Garlinghouse, Robinhood CEO Vlad Tenev, Nasdaq CEO Adena Friedman, Intercontinental Exchange CEO Jeff Sprecher, Kraken co-CEO Arjun Sethi, Chainlink (LINK) co-founder Sergey Nazarov, Blockchain(dot)com CEO Peter Smith, Gemini co-founders Tyler and Cameron Winklevoss, and a16z crypto founder Chris Dixon. Armstrong said the bill reflects “a true bipartisan compromise” and speculated it could secure “more than 60 votes” once the Senate addressed a cloture motion.
“This would make all of the progress that this administration has made durable into the future, so it could survive for decades and decades to come,” Armstrong said. Trump described the legislation as “very bipartisan,” adding that “a lot of Democrats support” it. SEC Chair Atkins said the agency’s newly proposed crypto rules are designed to complement, not replace, the CLARITY Act. “The most important priority is for Congress to send the Clarity Act to your desk for your signature,” Atkins told Trump.

Trump Points to Strategic Bitcoin Reserve and GENIUS Act as Policy Wins
Trump used the meeting to highlight his administration’s crypto record, citing the strategic Bitcoin (BTC) reserve, the digital asset stockpile, a ban on a US central bank digital currency (CBDC), and the GENIUS Act as steps taken since he returned to office. He also criticized the previous administration’s approach to crypto, accusing it of using regulation and enforcement to push businesses offshore through what he called “Operation Chokepoint 2.0.”
The White House meeting tookplace one day before the CFTC’s Innovation Advisory Committee was scheduled to hold its first-ever meeting on Aug. 20. Trump also said CFTC Chair Selig is working to bring decentralized perpetual futures exchange Hyperliquid into the US under a compliant regulatory framework. The SEC proposed its first major crypto rule earlier in the week, offering certain token offerings exemptions fromsecurities registration requirements. The Treasury Department also proposed its approach to stablecoin regulation the same week, implementing the GENIUS Act with a target start date of January 2027 for issuers to obtain federal or state licenses.
