The founder of the cryptocurrency exchange Binance, Changpeng Zhao, emphasized the importance of maintaining the momentum of the digital asset market development in Kyrgyzstan and creating clear conditions for business. He is participating in a meeting of the National Council for the Development of Virtual Assets and Blockchain Technologies, which is taking place at Issyk-Kul.
Zhao noted that one of Kyrgyzstan’s main advantages is the political will and the openness of the authorities to cooperate with the new technological sector. He also emphasized that the country is gradually forming a regulatory framework concerning licensing, stablecoins, and the tokenization of real assets.

He warned against excessively strict or unclear rules that could lead innovative companies to relocate to more favorable jurisdictions. According to him, regulation should be transparent, understandable, and technologically neutral.
Separately, Zhao highlighted the need to prepare specialists for the sector — including developers, lawyers, cybersecurity experts, and financial analysts. He expressed his readiness to support educational initiatives on financial and technological literacy in Kyrgyzstan.
It is worth noting that in May 2025, Changpeng Zhao received the status of a public advisor to the President of Kyrgyzstan. During a meeting with President Sadyr Japarov in Cholpon-Ata, the parties discussed the development of virtual assets, blockchain technologies, cybersecurity, and the launch of a digital som. Japarov presented Zhao with a certificate of public advisor on digital asset issues.
In May 2026, the president’s press secretary Askat Alagozov stated that Zhao remains the only public advisor to the head of state.
