The White House is prioritizing a custody and management framework for its existing Bitcoin holdings rather than immediately expanding its strategic BTC reserve, Crypto Briefing reported.
Patrick Witt, executive director of the White House Digital Assets Advisory Council Secretariat, said on Oct. 14 that the government is currently focused on determining the exact size of its Bitcoin holdings and establishing a system to store them securely. Witt said no specific strategy, policy change, or timeline has yet been decided for additional BTC purchases.
As of early October, the U.S. government’s Bitcoin holdings were estimated at around 319,000 to 328,000 BTC, worth about $26 billion based on an average cost of $82,000. More recently, about $1 billion worth of BTC was transferred to external addresses, with a substantial portion moving to addresses linked to Coinbase Prime, according to the report. The market has interpreted the transfers as part of custody asset consolidation rather than sales, although the exact purpose has not been confirmed.
The U.S. government introduced the strategic BTC reserve program through an executive order in March 2025.
