U.S. Senate Republicans have unveiled new draft language for the CLARITY Act that includes revised ethics provisions agreed to by President Donald Trump, Crypto in America host Eleanor Terrett said. The revisions also include blockchain regulatory clarity provisions, stablecoin yield language and agriculture-related measures.
Republicans described the amendment as their “last and best final offer” to Democrats, according to Terrett. Under the ethics provisions, Trump accepted about 80% of language proposed by Sen. Thom Tillis, including measures to divest significant crypto-related financial interests or place them in a blind trust. The draft also allows state attorneys general to enforce ethics rules, a step the White House had previously opposed.
On stablecoin yields, the revision adds a circuit breaker provision allowing federal intervention if regional banks face large-scale deposit outflows into stablecoins. Final authority over any intervention would rest with the Treasury secretary.
