U.S. SEC Commissioner Hester Peirce, a prominent pro-crypto commissioner, criticized the inefficiency of current know-your-customer and financial surveillance systems and called for a shift to cryptography-based regulation. Peirce said the existing AML/KYC framework, which relies on broad personal data collection, has had limited effectiveness in stopping crime while raising the risk of data leaks, and proposed zero-knowledge proof technology as an alternative for precisely verifying eligibility requirements such as identity, nationality and accredited investor status without exposing underlying personal information. Peirce added that the transparent, auditable record-keeping features of public blockchains could help secure financial transparency while minimizing the storage of unnecessary sensitive data.
