Coinbase CEO Brian Armstrong said in an interview with CNBC he expects the Clarity Act, a U.S. digital-asset market structure bill, to win support from more than 60 senators in a Sept. 15 cloture vote. Armstrong said he was confident the bill would pass what he described as the first key procedural vote after Congress resumes its session.
If the measure secures 60 votes, the Senate can begin debate and consider amendments. President Donald Trump had earlier urged Congress to pass the Clarity Act, arguing it is important for establishing a regulatory framework for digital assets and strengthening the competitiveness of the U.S. crypto industry. The bill still faces disagreements among some lawmakers over conflict-of-interest issues and stablecoin regulation, and its final enactment is seen as depending on further Senate negotiations.
