    FCA sets out digital asset rulebook ahead of 2027 deadline

    The Financial Conduct Authority (FCA) has issued new guidance to help digtal asset firms interpret the legislation that will underpin the country’s forthcoming digital asset regime.

    The guidance clarifies which activities are likely to require FCA authorisation, spanning the issuance of qualifying stablecoins, the operation of cryptoasset trading platforms, dealing and arranging deals in cryptoassets, safeguarding cryptoassets, and arranging cryptoasset staking.

    The new framework takes effect on 25 October 2027, though the authorisation application window opens considerably earlier, from 30 September 2026. Given this gap, the regulator wants firms equipped to start their preparations without delay.

    The publication builds on groundwork the FCA has already laid, including the finalisation of its rules and guidance in June 2026. Alongside the written materials, the regulator is running pre-application discussions and webinars to walk firms through what will be expected of them.

    Separately, the Government has introduced targeted amendments to the underlying law, among them limited exclusions and additional clarity for certain technical service providers. The FCA notes that the bulk of crypto firms will be unaffected by these tweaks and can proceed using the current guidance. Even so, the regulator plans to consult in October on focused updates to reflect the legal changes.

    FCA executive director of consumers, payments and competition David Geale said, “We are building a crypto regime that firms, consumers and international partners can trust. Getting ready for regulation starts with understanding how the regime applies to your business. This guidance gives firms the clarity they’ve asked for so they can prepare with confidence.”

    Firms weighing up their next move can treat this guidance as a practical starting point, with the FCA signalling more detail to come as the October consultation approaches. Staying ahead of these shifts will matter for any business planning to operate in the UK’s regulated crypto space, where early clarity often translates into competitive advantage.
