    Ethereum is setting an ambitious deadline for protecting its base layer against future quantum computers.

    The Ethereum Foundation’s Protocol Cluster has committed to making Ethereum Layer 1 quantum resistant across its execution, consensus and data layers by December 2029, while also publishing its first unified assessment of the 62 Ethereum Improvement Proposals (EIPs) being considered for the upcoming Hegota upgrade.

    The roadmap marks a shift in Ethereum’s post-quantum work from a long-term research concern toward a defined multi-fork development target.

    Ethereum Ranks 62 Hegota Proposals

    The Ethereum Foundation said roughly 60 researchers and engineers from nine teams submitted 397 individual assessments of the 62 proposals under consideration for Hegota.

    The resulting tier list is intended to show how the Protocol Cluster currently views each proposal rather than confirm which EIPs will ultimately reach Ethereum mainnet.

    Among the proposals, FOCIL (EIP-7805) and Frame Transactions (EIP-8141) received the highest S-tier classification, meaning the Foundation considers them critical to the upgrade.

    FOCIL, or Fork-Choice Enforced Inclusion Lists, is designed to strengthen censorship resistance by allowing validator committees to require certain eligible transactions to be included in blocks.

    Frame Transactions, meanwhile, would bring native account abstraction to Ethereum. The design would make transaction validation, execution and gas payments more programmable while giving accounts greater flexibility over the cryptographic methods they use.

    The Foundation said safely delivering both proposals and testing their interaction will be the core engineering commitment for Hegota.

    Hegota Is Part of a Larger Ethereum Roadmap

    Hegota is currently expected to follow Glamsterdam, which is planned for late 2026, with Hegota currently targeted for 2027.

    However, Ethereum’s roadmap remains subject to development progress, testing and client coordination.

    The Foundation’s latest plan also organizes longer-term development around five major research areas: fast finality, post-quantum security, privacy, state and zkEVM.

    That means Hegota is not intended to solve every major Ethereum development challenge at once.

    Instead, the upgrade is being positioned as an important step toward the subsequent forks needed to deliver the Foundation’s post-quantum security target.

    Ethereum Sets December 2029 Quantum Deadline

    The biggest announcement is the Foundation’s commitment to make Ethereum L1 quantum-resistant by December 2029.

    The target covers all three major layers of the network: execution, consensus and data.

    Ethereum’s current cryptographic infrastructure relies on systems including ECDSA for account signatures, BLS signatures for validator consensus and cryptographic commitments used throughout its scaling architecture. Future sufficiently powerful quantum computers could threaten some of these cryptographic assumptions.

    There is no immediate quantum threat to Ethereum today. Current quantum hardware remains far below the capabilities required to break the cryptography securing the network.

    The challenge is that replacing cryptographic infrastructure across a global blockchain takes years. Ethereum therefore wants to begin the transition well before quantum computers become capable of posing a practical threat.

    The Foundation said it will initially treat the December 2029 deadline as non-negotiable, with quantum progress scheduled for reassessment alongside outside experts in January 2027.

    Account Abstraction Could Help Ethereum Become Quantum Safe

    One of the key pieces of the strategy is native account abstraction.

    Frame Transactions could allow Ethereum accounts to use different signature schemes without requiring a separate hard fork every time a new cryptographic system is introduced.

    That flexibility could eventually allow users to move from today’s quantum-vulnerable signatures toward post-quantum alternatives.

    Ethereum’s post-quantum roadmap also includes work across validator signatures, consensus, data availability and zero-knowledge systems. The Foundation’s research roadmap describes a series of milestones that gradually introduce post-quantum infrastructure rather than attempting a single network-wide migration.

    The approach is particularly important for Ethereum because quantum resistance cannot be limited to user wallets. Validators, consensus mechanisms, data systems and proof infrastructure also need to be protected.

    Hegota Connects Security With Censorship Resistance

    The Hegota priorities show that Ethereum is treating security and censorship resistance as interconnected parts of its next phase of development.

    FOCIL would give validators stronger guarantees around transaction inclusion, while Frame Transactions would make account validation more programmable.

    The Foundation also highlighted proposals such as Keyed Nonces and Recent Roots as supporting components for privacy and Frame Transactions.

    Together, these changes are intended to create a foundation for more flexible accounts, stronger privacy and a migration path toward post-quantum cryptography.

    The Foundation’s longer-term roadmap also includes work on encrypted mempools, state growth, decentralized access to Ethereum’s state and eventually mandatory execution proofs through the zkEVM research track.

    U.S. Post Quantum Standards Add to the Pressure

    Ethereum’s 2029 target also arrives as governments and technology companies prepare for the potential impact of quantum computing.

    The U.S. National Institute of Standards and Technology finalized its first three post-quantum cryptography standards in 2024 and has been pushing organizations to begin identifying systems that rely on cryptography vulnerable to future quantum attacks.

    Ethereum’s deadline does not create a regulatory requirement for ETH holders, exchanges or custodians. But the broader migration toward quantum-resistant cryptography provides financial institutions and infrastructure providers with an additional reason to prepare for the transition.

    For Ethereum, the goal is to complete that preparation at the protocol level before quantum computing becomes a practical threat.

    What Happens Next for Ethereum?

    The immediate focus remains Hegota.

    Client teams must implement the prioritized proposals, test them across development networks and public testnets, and determine whether they can safely move toward mainnet deployment.

    The Ethereum Foundation is also scheduled to hold a Reddit AMA on September 16 at 14:00 UTC, where Protocol Cluster members will discuss the Hegota rankings and the longer-term roadmap.

    If Ethereum can maintain the aggressive development cadence outlined by the Foundation, Hegota will become the first major step in a multi-fork transition toward a quantum-resistant network.

    The December 2029 deadline is ambitious, but Ethereum is deliberately setting that target years before quantum computers are expected to pose a practical threat.

    The bigger objective is clear: Ethereum wants its base layer to remain secure not only for the next upgrade cycle, but for decades to come.
