Sixty-six proposals are now under review as Ethereum (ETH) core developers work to define the scope of Hegotá, the network’s next scheduled major upgrade. Among the candidates are several Ethereum Improvement Proposals aimed at embedding privacy support directly into the base protocol.
At present, only one proposal has been confirmed for the upgrade. FOCIL, short for Fork-choice enforced Inclusion Lists, would let a committee of validators force transactions into blocks, reducing the ability of block producers to selectively exclude certain activity from the network.
Privacy EIPs Make the Case for Inclusion
Ethereum Foundation contributor Toni Wahrstätter made the case on Aug. 16 for adding three more proposals to Hegotá. The three, Frame Transactions (EIP-8141), Keyed Nonces (EIP-8250), and Recent Roots for Frame Transactions (EIP-8272), are designed to provide the building blocks that privacy-focused applications need to function at the protocol level, removing the need for those apps to depend on outside intermediaries.
These proposals would not deliver privacy features to end users directly. Instead, they would give application developers low-level tools to build private transaction flows on top of Ethereum’s base layer. Proposals that fall short of inclusion in Hegotá remain eligible for a later upgrade cycle.

Core developers are targeting a 2027 launch for Hegotá, and the next developer call on Aug. 17 at 2:00 pm UTC is expected to advance that scoping process. Proposals discussed on that call will shape a significant portion of Ethereum’s development roadmap through 2027.
Before Hegotá moves forward, developers are finalizing Glamsterdam, a separate upgrade planned for the second half of 2026. That upgrade focuses on layer-1 scalability improvements and usability changes
