    ECB Should Adopt Blockchain to Stay Central, Says Schnabel

    The European Central Bank should adopt blockchain technology to maintain its central role in the financial system Speaking at the Jackson Hole Economic Policy Symposium on Friday, she argued that such a move could also enable faster responses to market stress

    Central banks worldwide are confronting the growth of blockchain-based finance, where transactions are settled on distributed digital ledgers instead of traditional market infrastructure. Schnabel said the ECB and other central banks should also go on-chain, allowing them to provide liquidity and conduct monetary policy operations using the technology increasingly applied to trade and settle financial assets.

    She indicated that central banks need to bring their money into the tokenised environment and modernise policy implementation tools to fully benefit. This would preserve the role of central bank money over private alternatives like stablecoins, which are tokens pegged to traditional currencies and increasingly used for settlements.

    Citing recent research, Schnabel noted that programmable transactions on blockchain networks could make central banks more agile in providing liquidity. For instance, they could apply differentiated interest rates or automate collateral requirements.

    She suggested this could be achieved through a single European ledger where central-bank and private money, along with financial assets, are settled, referencing South Korea’s Project Hangang as an example. Alternatively, multiple ledgers could be linked to communicate and process cross-platform transactions.

    The ECB is already working on integrating blockchain into its payment system. Its Pontes initiative will connect distributed-ledger platforms to existing payment infrastructure, while a parallel project called Appia is examining the longer-term architecture, standards, and legal framework needed for a European market in tokenised assets.
