Coinbase Chief Executive Officer Brian Armstrong said Bitcoin has already passed the bottom of the current cycle and should continue rising over the next one to two years. He also maintained his previous forecast that the cryptocurrency could reach $400,000 by 2030.
Armstrong told CNBC in an interview aired a day earlier that, in his view, Bitcoin has already bottomed in this cycle. He added that the token would likely remain in an uptrend over the next one to two years as it approaches the next halving.
He also said the U.S. regulatory environment for digital assets will become clearer regardless of whether the Senate passes the CLARITY Act, a crypto market structure bill. Even if the measure fails, the Securities and Exchange Commission and the Commodity Futures Trading Commission are preparing related rules.
The CLARITY Act would split oversight authority between the SEC and the CFTC depending on the nature of a digital asset. The bill passed the House in July 2025 and cleared the Senate Banking Committee in May 2026. A procedural vote in the Senate to advance the measure to a full floor vote is scheduled for Sept. 15, and passage will require 60 votes.
Still, the bill’s prospects in the Senate remain unclear. Disagreements have persisted over an ethics provision that would restrict conflicts of interest related to crypto businesses involving the president and immediate family members. Armstrong, however, gave a relatively upbeat assessment of its chances, citing broad support from crypto companies and the banking industry.
Bitcoin was trading at about $76,800 in global markets on the day. That is roughly 40% below its all-time high of about $126,000. Bitcoin has rebounded about 23% over the past three weeks since its August low, according to on-chain analytics firm Glassnode.
