Bitcoin(CRYPTO: BTC) reclaimed $78,000 for the first time in three days as Sen. Cynthia Lummis (R-Wyo.) praised President Donald Trump for agreeing to additional ethics restrictions ahead of Tuesday’s CLARITY Act vote.
What Changed In Clarity Act
Lummis said the latest text gives state attorneys general direct authority to enforce ethics restrictions on federal officials, while also allowing them to pursue digital asset exchanges and issuers under consumer protection laws.
She said the final text incorporates “substantially all” of the Tillis-Gallego framework and more than 120 changes sought by Democrats.
Those changes include stronger conflict-of-interest rules for crypto exchanges, restrictions around affiliate trading and Treasury “circuit-breaker” authority designed to protect community banks.
Lummis framed Tuesday’s vote as a make-or-break moment for the legislation, arguing that a rejection would derail both the ethics package and broader consumer protections for digital asset holders.
Sen. Agriculture Committee Chairman John Boozman (R-Ark.) said the legislation follows more than a year of negotiations and “we cannot afford to wait any longer.”

Bill Gives Treasury, Law Enforcement More Power
Sen. Banking Committee Chairman Tim Scott (R-S.C.) said the final legislation strengthens law-enforcement authority while giving the Treasury Secretary additional tools to protect community banks, farmers and rural communities.
“It’s time for the Senate to move this strong, bipartisan bill forward,” he added.
Tuesday’s vote could decide whether the Senate’s crypto market structure push advances.
Over the last week, the CLARITY Act faced a new fight over whether crypto companies must separate their conflicting businesses.
