The motion failed 49-50, falling well short of the 60 votes needed to proceed. Bitcoin fell below $76,000 on the 16th, its lowest level in roughly three weeks. Lawmakers from both parties raised concerns about investor protection and market integrity. Republican Senator Thom Tillis reportedly filed a motion to reconsider, but no timeline for further consideration has been set. Regulatory uncertainty is expected to weigh on crypto markets in the near term.

    The crypto market saw selling pressure dominate on the 16th after the U.S. Senate rejected a motion to proceed on the “Clarity Act,” a bill that would establish a comprehensive regulatory framework for the crypto asset (virtual currency) market. Bitcoin fell below $76,000 for the first time in roughly three weeks, while altcoins also traded broadly weaker.

    As of 9:10 a.m. on the 16th, Bitcoin (BTC) was trading at approximately ¥11.7 million (approximately $75,000) per BTC, down 2.7% over the past 24 hours. Ethereum (ETH) was at approximately ¥370,000 (approximately $2,400) per ETH, down 4.0%, and XRP was at approximately ¥190 per XRP, down 9.4%.

    The U.S. Senate held a procedural vote on the 15th to determine whether to begin debate on the Clarity Act, with the result coming in at 49 in favor, 50 opposed, and 1 abstention. The motion required 60 votes to proceed but fell far short. Republican Senator Thom Tillis reportedly filed a motion to reconsider, but no schedule for further consideration has been set.

    The bill was designed to clearly delineate regulatory authority among agencies overseeing the crypto market and had been introduced after months of bipartisan negotiations. However, in the vote, some Democratic lawmakers who had previously participated in bipartisan discussions on crypto issues voted against the measure.

    Democratic Senators Kirsten Gillibrand, Mark Warner, and Cory Booker reportedly cast opposing votes. These lawmakers were said to have criticized the bill for insufficient provisions on investor protection, anti-illicit finance measures, and market integrity.

    Opposition also spread from the Republican side. Senators Susan Collins, Josh Hawley, and Jerry Moran opposed advancing the bill, citing unresolved issues related to financial stability and investor safety. Democratic Senator Lisa Blunt Rochester reportedly expressed similar concerns.

    Following the vote, major crypto assets extended their declines. Bitcoin had briefly recovered to the $79,000 range from the early hours through the morning of the 15th, but subsequently pared gains. It fell below $76,000 on the 16th, reaching its lowest level in roughly three weeks.

    The decline in altcoins was more pronounced, with XRP falling more than 7% over 24 hours to approximately $1.30 (about ¥200). Meme coin Shiba Inu also dropped 3.7% to approximately $0.00000513 (about ¥0.0008), as selling in major digital assets accelerated.

    The rejection of the motion to proceed on the Clarity Act means the legislative process for structural regulation of the crypto market will remain stalled for the time being. Market participants have pointed out that the absence of a clear regulatory framework serves as a barrier to institutional investor participation, and regulatory uncertainty could continue to weigh on prices.

    On the other hand, the concerns raised by bipartisan lawmakers regarding investor protection and market integrity could be seen as clarifying the issues that need to be addressed in future amendments to the bill. The fate of Senator Tillis’s motion to reconsider and the timing of any revised bill are likely to be near-term focal points.
