How We Got Here

As Benzinga has reported since late 2024, the reserve concept moved from campaign promise to reality faster than most expected. 

Trump signed the executive order in March 2025, funding the reserve entirely with Bitcoin already held through criminal and civil asset forfeiture, worth roughly $17 billion at the time.

The government now holds 328,372 BTC worth over $30 billion.

On the legislative side, Sen.Cynthia Lummis (R-Wyo.) has pushed the BITCOIN Act since late 2024, calling for purchasing 1 million BTC over five years and holding it for at least 20 years. 

The momentum carried into 2026, with White House crypto adviser Patrick Witt teasing a “big announcement” on the reserve’s legal framework at the Bitcoin 2026 conference in Las Vegas in February, pointing to Congressional approval as the final remaining hurdle.
