Bitcoin ETF: BlackRock Lowers IBIT Minimum to $1M as Self-Custody Shift Accelerates

BlackRock has sharply lowered the entry threshold for large Bitcoin holders seeking to convert existing BTC exposure into shares of its iShares Bitcoin Trust. The minimum transaction size for eligible in-kind IBIT conversions now stands at $1 million, down 96% from $25 million.
The change broadens access to a process that has already handled more than $5 billion of Bitcoin, according to BlackRock Head of Digital Assets Robbie Mitchnick. That total stood above $3 billion when Bloomberg reported on the trend in October 2025.
Bitcoin ETF Conversions Move Existing Holdings Into IBIT
The in-kind process allows qualifying holders to exchange Bitcoin for IBIT shares without first selling their coins for cash. However, only authorized participants can create or redeem shares directly with the trust.
As a result, Bitcoin holders generally need a broker, trading desk or another qualified intermediary to arrange the transaction. Regular investors can still buy and sell IBIT shares on Nasdaq without using the creation process.

BlackRock cut its Bitcoin ETF IBIT/
The Securities and Exchange Commission approved in-kind creations and redemptions for spot crypto exchange-traded products in July 2025. The original spot crypto ETF approvals had required issuers to use cash transactions.
BlackRock reported approximately $60.65 billion in IBIT net assets as of Aug. 25. The fund charged a 0.25% sponsor fee and held about 22.65 Bitcoin per creation basket. BlackRock valued one basket at roughly $1.79 million that day, though its value fluctuates with Bitcoin’s market price.

Security Concerns Drive Some Bitcoin Holders From Self-Custody
The lower threshold arrives as some Bitcoin holders reconsider the risks of managing their assets directly.
Mitchnick said reports involving kidnappings, ransom demands, hacks and custody failures can influence decisions about self-custody. Such events may lead holders to move some or all of their Bitcoin exposure into an ETF structure.
A Bitcoin ETF removes the need for investors to manage seed phrases, hardware wallets, and private-key backups. However, the structure also changes how they control their exposure.
IBIT shareholders cannot withdraw the underlying Bitcoin, transfer it to personal wallets, or use those coins for payments. Instead, they hold exchange-traded shares designed to track Bitcoin’s value before fees and expenses.
Tax Treatment Still Depends on Conversion Structure
Bloomberg reported that some conversions may allow holders to avoid realizing capital gains by selling Bitcoin directly before buying ETF shares. However, that outcome does not apply automatically.
Tax treatment can depend on the investor, intermediary, jurisdiction and legal structure used for the transaction. The SEC’s in-kind approval did not establish any special investor tax treatment.
Lowering the limit to $1 million, therefore, changes access to BlackRock’s IBIT conversion process, while tax treatment, intermediary requirements and the loss of direct Bitcoin control remain important parts of each transaction.
