President Donald Trump pledged a $5,000 “Trump dividend” for every American adult Wednesday, reviving the same playbook that sent Bitcoin(CRYPTO: BTC) surging 5% the last time he tried it.
What Trump Actually Proposed
According to the New York Times, Trump told the Dallas convention crowd that every American adult would receive a $5,000 check if Republicans keep control of Congress in November, calling it the “Trump dividend.”
He added that recipients must spend the money inside the United States. The proposal would cost roughly $1.2 trillion based on about 240 million eligible adults, though Trump provided few details on funding the plan or securing congressional approval.
Meanwhile, legal experts told the Times that Trump would almost certainly need Congressional approval, pointing to the Constitution’s requirement that Congress holds sole spending authority.
Even with Republican control of both chambers, Congress resisted his call for $2,000 rebate checks last year funded by tariff revenue.
What Happened the Last Time Trump Tried This

Bitcoin climbed 5%, Ethereum(CRYPTO: ETH) gained 6% and XRP(CRYPTO: XRP) jumped 8.5% within 24 hours on dividend news in 2025.
Meanwhile, Trump-linked tokens WLFI(CRYPTO: WLFI), MELANIA(CRYPTO: MELANIA), and TRUMP(CRYPTO: TRUMP) surged 33%, 13%, and 12% over the following week as traders priced in a risk-on retail spending wave.
However, that proposal never paid out. The Supreme Court later ruled that IEEPA does not authorize tariffs as a taxing mechanism, eliminating the funding source.
Why the Pattern Goes Back Further
The playbook goes back to 2020 and 2021, when COVID stimulus checks hit alongside near-zero interest rates and a wave of institutional Bitcoin adoption.
Bitcoin gained nearly 40% in weeks after the late 2020 relief bill and crossed $60,000 for the first time in March 2021 as Biden’s $1,400 checks landed in accounts.
Cleveland Fed research later found that only 0.02% of stimulus money actually went into crypto directly.
The real driver was the debasement narrative, with large government payouts pushing investors toward inflation hedges rather than people literally buying Bitcoin with their checks.
Why This Pledge Faces Long Odds
The $5,000 proposal depends on Republicans retaining control of Congress in November, pushing any potential payment more than a year into the future.
Economists told the Times the payout would widen the already $2 trillion federal deficit and likely push inflation and interest rates higher.
