The U.S. Treasury has sanctioned the A7 network, a Russia-linked shadow financial network, after designating it as a significant transnational criminal organization for supporting Iran’s sanctions evasion and related activity. FinCEN also proposed a rule barring fund transfers tied to transactions involving A7 affiliates.
According to the Treasury, A7-affiliated firms processed more than $17 billion globally from January last year through June 2026, and were also used as a channel for moving funds linked to the Central Bank of Iran and the Islamic Revolutionary Guard Corps, or IRGC. The Treasury said A7 has used A7A5, a ruble-based token issued by Old Vector, a Kyrgyzstan-based A7 network company sanctioned last year, for sanctions evasion and international transactions.
The Treasury added A7 is linked to Nobitex, Iran’s largest cryptocurrency exchange sanctioned in June, and supported transactions related to North Korea’s cryptocurrency exchange hacking activity.
