    On Sept. 15 the U.S. Senate failed to advance the CLARITY Act (cloture 49–50; 60 votes required), sending crypto markets lower: Coinbase plunged about 9–10% to close $172.11 (intraday low $168.07), Circle and related stocks fell ~9%, and Bitcoin dropped ~4% to roughly $75,900. The bill’s defeat stalls a unified regulatory framework for exchanges, DeFi and token markets, leaving firms subject to SEC/CFTC enforcement, amplifying regulatory risk after heavy industry lobbying and >$65M in ARK-related selloffs that could weigh on adoption, fundraising and token/stock performance.

    The selloff followed a 49-50 vote on cloture for the motion to proceed to H.R. 3633. The bill needed 60 votes to advance toward formal Senate debate

    Coinbase Stock Dives on CLARITY Act Setback

    Investors had pinned hopes on the CLARITY Act to provide clear rules for crypto markets. The bill was backed by industry and the White House and promised a unified framework for exchanges and DeFi platforms.

    With the act’s collapse, Coinbase stock wasroughly 9% lower on the day. Without a new law, crypto firms must rely on existing SEC and CFTC rules, which many worry are less predictable and more enforcement‑driven.

    Analysts point out that the industry spent “hundreds of millions” lobbying for the CLARITY Act, and its defeat is seen as a major blow to digital‑asset companies.

    Crypto Market Falls With Coinbase Stock

    The CLARITY Act’s failure reverberated across crypto markets. Coinbase stock isn’t alone: stablecoin issuer Circle also saw its stock fall roughly 9%.

    Bitcoin dipped to about $75,900, its lowest level since early August. Traders had expected the Senate to pass the bill, so the narrow loss surprised many.

    With no new law, experts say regulatory risks loom larger: “Without legislation, regulations will be vulnerable to the shifting political climate and court challenges,” one analysis noted.

    In short, Coinbase stock is suffering as investors reassess the outlook for U.S. crypto policy. The next catalyst on the calendar is tomorrow’s Federal Reserve meeting, but the CLARITY Act vote has clearly rattled market sentiment.

    Coinbase CEO Brian Armstrong Backed CLARITY Act

    For context, Coinbase CEO Brian Armstrong had publicly backed the CLARITY Act. In late August, he praised the bill, saying it would provide “consumer protection and benefits for banks, law enforcement, and crypto companies.”

    Armstrong argued clearer rules would address concerns of Americans “who felt left out” by prior crypto policy and boost jobs and growth.

    His support underscored Coinbase’s view that the Act would create a better environment for the industry.

    Now that the legislation has stalled, those anticipated benefits are on hold, a development that likely contributed to the sharp fall in Coinbase stock.

    Prior to the vote, Cathie Wood’s Ark Invest sold more than $65 million in crypto-related holdings on Monday, cutting its positions in Coinbase, Circle, Bitmine, Bullish, and the ARK 21Shares Bitcoin ETF (ARKB).

    Ark sold 36,628 Coinbase stocks worth about $7 million after COIN climbed 9.24% to $191.45. The firm also sold 142,350 Circle shares, worth about $13.8 million, while Circle gained 7.53% to $97.42. Other sales included 153,881 Bitmine shares worth $3.96 million and 18,280 Bullish shares worth $687,693.
