    The Senate vote that XRP holders had been waiting years for collapsed in a single afternoon, and now the coin sits just cents above a critical support level with a Fed rate decision hours away.

    On Monday,XRP(CRYPTO:XRP) surged 9.8% to $1.49, while Ripple CEO Brad Garlinghouse told the Senate that “the world was watching.” However, two days later, the Senate failed to open debate on theCLARITY Act, and XRP fell to $1.28.

    The coin dropped 9.4% over 24 hours and 10.7% over the week, whileBitcoin(CRYPTO:BTC) lost only 1.2%. This raises the question: was Tuesday’s drop the full political adjustment for XRP, or just the first phase?

    XRP Fell 7.8 Times Harder Than Bitcoin Because It Had More at Stake

    Regulators ceased questioning Bitcoin’s commodity status years ago. By contrast, XRP went through a five-year court battle over the same issue, which was ultimately settled without a statute backing it. The CLARITY Act would have turned that legal clarity into a statute, making Tuesday’s vote more critical for XRP than for any other major cryptocurrency.

    The Senaterejected cloture49 to 50, eleven votes short of the 60 required. Cloture allows a bill to proceed to the floor for debate. Therefore, passing it would have only initiated discussion.

    After the vote, selling was orderly. Funding on XRP perpetual futures had already turned negative before the vote, indicating shorts had anticipated a failure. Coinbase ended down 8.65%, and Circle about 11%, both more affected than XRP, as the bill’s passage was crucial to the exchanges’ market structure.

    Polymarket Odds Dropped from 90% in February to 5% After the Vote

    Traders have put $20.56 million into Polymarket’s market concerning whether the CLARITY Act will be signed into law by 2026. This market initially had a 90% chance in February. By September 6, it dropped to 18%, climbed back to around 30% by September 14, and then plummeted by 12 points overnight to 18.5% on Tuesday morning as negotiations broke down.

    The odds now stand at just 5%. This decline unfolded in stages XRP holders could track, culminating in a sharp drop in a single afternoon.

    Galaxy Digital anticipated a 10% chance of the bill passing before the vote, which was lower than Polymarket’s own numbers. Kalshi, on the other hand, forecasts a Senate passage before January 1 at about 20%, which appears to be the only figure that allows for meaningful potential, contingent on the motion to reconsider filed by Senator Thom Tillis at 3:01 p.m. on Tuesday.

    XRP Retains Its Commodity Status, Five ETFs, and the Ripple Settlement

    The SEC and CFTC classified XRP as one of 16 digital commodities in ajoint documentissued on March 17, 2026. This ruling binds both agencies until a future Commission action changes it. The Nasdaq Texas rule filed on September 5 lists XRP alongside Bitcoin,Ethereum(CRYPTO:ETH), andSolana(CRYPTO:SOL) as part of commodity trusts.

    Five XRP spot ETFs are currently trading in the United States, with a cumulative net inflow of $1.70 billion. Ripple Prime accepts XRP as collateral, and RLUSD, Ripple’s dollar-backed stablecoin, has achieved a circulation of $2.4 billion. Additionally, Ripple’s settlement with the SEC, finalized in August 2025, cannot be reopened.

    Thus, an XRP holder’s legal standing on Wednesday morning remains unchanged from Monday. The vote may have blocked the bill but did not revoke any existing legal status. The timing for legislative change has now shifted to 2027 at the earliest.

    XRP Needs to Hold at $1.25 Ahead of the Fed Announcement at 2 PM

    Key support levels for XRP are at $1.25, $1.21, $1.10, and $0.9877, while resistance begins at $1.33, followed by $1.355 and $1.41. At $1.28, XRP trades 2.4% above the first support and 3.8% below the first resistance, a tight range ahead of theFederal Reserve’s rate decision. The Fed announces at 2 PM ET, with CME FedWatch indicating a 92% likelihood of a 25 basis point increase.

    XRP has consistently dropped more than Bitcoinfollowing every rate print this month. So a hawkish dot plot could first test $1.25, then $1.21. If XRP holds above $1.25 through the press conference, the market may have priced in the political fallout, and focus will shift to interest rates. The cost of that answer is a second cloture vote that has yet to be scheduled and a Fed rate path that has not been disclosed.
