The Senate is scheduled to vote later Tuesday on a cloture motion to advance the Clarity Act. A successful cloture vote would allow debate to proceed and move the legislation closer to a final vote, but would not by itself make the act law.
According to Tim Sun, a senior researcher at HashKey Group, the procedural vote has an even chance of succeeding.
“Currently, the probability of the procedural vote passing is a coin toss, around 50%, while the odds of the bill becoming law by the end of the year are below 20%,” he told CoinDesk.
Lacie Zhang, a research analyst at Bitget Wallet, also suggested traders are not positioned for certain passage.
Quant-driven digital assets trading firm TDX Strategies said it expects a big bullish reaction in <a href="https://xpertsstudio.com/strategy-stops-buying-<a href="https://xpertsstudio.com/forecast-update-for-bitcoin-15-09/” title=”Forecast update for Bitcoin -15-09″>bitcoin-and-drops-139m-on-strc-instead/” title=”Strategy Stops Buying Bitcoin and Drops $139M on STRC Instead”>bitcoin if the cloture vote passes.
“An unexpected ‘Yes’ vote would spark an aggressive upside move in [$BTC], breaking key $82k resistance and targeting the $88k–$90k range,” the firm said in a daily note. A rejection could trigger a correction toward $73,000, it added.
Still, bitcoin could be a relative laggard because its regulatory status, ETF access and institutional infrastructure are already comparatively well established, both Sun and Zhang said. Ether is likely to be the strongest relative beneficiary, Zhang said, given its remaining regulatory uncertainty and its role as a settlement layer for stablecoins, decentralized finance and tokenized assets.
“If today’s procedural vote passes smoothly, crypto assets like $BTC and $ETH will likely see an immediate, direct positive reaction, but the market will soon begin hunting for assets that genuinely benefit from the shifting regulatory framework,” Sun told CoinDesK.
Solana (SOL) and $XRP ($XRP) could also benefit from clearer boundaries between the SEC and CFTC, potentially improving institutional access, product issuance and long-term capital inflows, he added.
Zhang said that $XRP may react strongly, although some of the regulatory gain appears to be priced in.
DeFi tokens $UNI and $AAVE offer higher-beta exposure if the legislation clarifies protections for non-custodial software developers and decentralized protocols, Zhang and Sun said.
Zhang cautioned that today’s vote is only a cloture vote, not final enactment. A brief spike followed by fading prices would suggest a headline-driven trade, she said. A durable repricing would require $ETH to outperform $BTC, sustained strength in $UNI and $AAVE, rising spot volume rather than leveraged futures activity, and follow-through over several sessions.
