As the U.S. Senate prepares to revisit crypto market structure legislation later this month, the National Sheriffs’ Association is no longer opposing the CLARITY Act. The shift removes a law enforcement objection that had centered on provisions affecting crypto mixers and transaction tracing.

    Highlights

    • National Sheriffs’ Association shifts to a neutral stance on the Digital Asset Market Clarity Act after earlier objections over crypto mixer exemptions.
    • The CLARITY Act, having passed the House in July 2025, awaits a Senate cloture vote on Sept. 15 amid ongoing debate about stablecoin, tokenized equities, and conflict-of-interest concerns.
    • Donald Trump, alongside SEC Chair Paul Atkins and CFTC Chair Michael Selig, publicly supports the bill, with regulators hinting at agency-level crypto action if Congress fails to pass legislation.

Senate vote setup and policy shift

According to Cointelegraph, in a Thursday letter to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, the National Sheriffs’ Association said it is changing its position on the Digital Asset Market Clarity Act to “neutral.” The group says Congress, the administration and other stakeholders have undertaken significant work on the legal, regulatory and enforcement issues tied to the bill.

NSA President Troy Wellman and CEO and Executive Director Justin Smith say the group now believes the most appropriate course is to step back and allow the legislative process to continue toward what they describe as a clear and effective regulatory framework. The association had previously objected to language that it said would exempt crypto mixers from many registration requirements.

That earlier opposition focused on law enforcement concerns that the provision could weaken the ability to trace transactions, follow digital assets and recover funds for victims. In a July video, Sheriff Jim Skinner said the CLARITY Act protects the crypto industry, not the public.

    Broader debate over crypto oversight

After passing the U.S. House of Representatives in July 2025, the CLARITY Act faces additional hurdles in the Senate. The Senate agriculture and banking committees pass their own versions of the bill in 2026, but lawmakers and interest groups continue to raise concerns about stablecoin rewards, tokenized equities and possible conflicts of interest involving President Donald Trump and his family.

Before the August recess, Thune files a motion to hold a cloture vote on Sept. 15 after senators return from state work periods. The timing keeps the bill at the center of a wider push to establish a federal framework for digital asset markets.

In August, Trump appears with the heads of the U.S. Securities and Exchange Commission, the Commodity Futures Trading Commission and several digital asset companies to advocate for the bill’s passage. SEC Chair Paul Atkins and CFTC Chair Michael Selig, both nominated by Trump, also signal that their agencies would move on crypto regulation if Congress cannot pass the market structure measure.

Our earlier report on rising private security spending in the U.S. detailed how businesses, neighborhoods, and public venues are adding guards and protective services, pushing industry revenue above $50 billion in 2025 and lifting demand for major providers such as Allied Universal. We also noted how the expansion is showing up in local budgets and workforce trends, with security-guard employment growing even as long-run federal data indicates violent crime has fallen over recent decades.
