    Dubai’s Virtual Assets Regulatory Authority and Securitize signed an MoU on September 3 to create a regulatory cooperation framework to advance regulated tokenized markets, tokenization initiatives, institutional adoption and market infrastructure in the emirate. The agreement leverages Securitize’s regulated-market experience and approximately $5 billion AUM but is non-binding with no named pilots, launch dates or guaranteed products, so near-term impact on crypto fundraising and product adoption remains limited.

    Dubai’s Virtual Assets Regulatory Authority and Securitize signed a memorandum of understanding on September 3 to support regulated tokenized markets in the emirate. The parties said in their joint announcement that the arrangement creates a framework for cooperation rather than approving a specific product or authorizing a new market launch.

    MoU Sets a Framework for Regulatory Cooperation

    VARA and Securitize said they plan to work through knowledge sharing, ecosystem development and regulatory engagement. The stated objective is to give licensed market participants access to Securitize’s experience with institutional tokenization while maintaining standards for market integrity and investor protection under Dubai’s framework.

    The document is a memorandum of understanding, so it does not itself amount to a license, product clearance or binding deployment timetable. Neither party named an asset, issuer, fund or financial institution that will launch through the collaboration. That distinction limits the immediate development to a formal cooperation framework.

    Parties Will Explore Tokenization Initiatives

    The announcement says VARA and Securitize will explore support for tokenization initiatives within Dubai, including projects initiated or facilitated by the regulator and the wider virtual-asset ecosystem. Their planned work also covers market education, data-led research, talent attraction and the evolution of tokenized financial products operating within the emirate’s rules.

    Those activities remain forward-looking. The release does not identify a pilot, committed investment, launch date or participating institution. Any resulting products would still need to satisfy the applicable regulatory and licensing requirements rather than receiving blanket approval through the MoU.

    Securitize Brings Regulated-Market Experience

    Securitize operates tokenized-asset infrastructure and became a New York Stock Exchange-listed company earlier this year. BlockchainReporter previously covered Securitize’s integration work with the NYSE, which provides context for its role in connecting tokenization technology with regulated capital-market infrastructure.

    In the September 3 release, Securitize described approximately $5 billion in assets under management as of August 2026. That figure is the company’s own disclosed measure, not an independently verified value or a forecast of assets that the Dubai collaboration will generate.

    Dubai Focuses on Institutional Participation

    VARA CEO Matthew White said regulatory frameworks and market infrastructure are needed to give institutions confidence to adopt new technology. Securitize CEO Carlos Domingo similarly framed regulator-industry cooperation as important as tokenization moves toward financial infrastructure.

    The practical test will be whether the framework produces named initiatives, licensed participants and approved products. For now, the confirmed event is the signed MoU and its defined areas of cooperation; commercial outcomes, product launches and market adoption remain unannounced.
