Ireland is preparing to launch new personal investment accounts in 2027 that would let savers hold listed stocks, bonds and exchange-traded funds while barring cryptocurrencies. The planned regime also removes the existing deemed-disposal treatment for assets held in the accounts and shifts tax reporting obligations to providers.

2027 account framework and eligible assets
According to CoinDesk, as reported by the Irish government’s roadmap for retail investment, the new accounts would apply no tax below a threshold that has yet to be set, while a low flat annual rate would apply to the average value above that level, including contributions. The tax rate, threshold and annual contribution limit are due to be announced in October’s Budget 2027.
Cryptocurrencies and derivatives are set to be excluded as highly complex and risky products. Eligible investments would include listed stocks and bonds, instruments traded on regulated markets, retail investment funds including ETFs, and insurance-based investment products.
The product list follows the European Commission’s September 2025 recommendation for savings and investment accounts. That guidance calls on EU states to exclude highly risky and complex derivatives and crypto, except tokenized versions of financial instruments that would otherwise qualify.
Tax administration and savings market impact
The existing deemed-disposal regime would not apply to investments held in the new accounts. Under that rule, certain investments are treated as if they were sold every eight years and unrealized gains are taxed at 38%.
Instead, account providers would calculate, report and pay any tax due to Ireland’s Revenue Commissioners on behalf of investors. Savers would face no minimum contribution, holding period or lock-up, and could transfer an account between providers without triggering a tax liability.
Irish households hold 38% of their financial assets in cash and deposits, compared with an EU average of 30%, according to research from the Central Bank of Ireland. The new structure is aimed at widening participation in market-based savings products while simplifying compliance for retail investors.
