    A 2021 banking rule change left hundreds of thousands of dormant accounts on Korean exchanges, and the numbers tell a stark story about market access.

    South Korea’s crypto market has a ghost town problem. Exchanges across the country are sitting on 566,352 foreign-held accounts, and last month, exactly 90 of them did anything at all.

    That 0.01% activation rate, drawn from a report released by Rep. Park Sang-hyuk, is one of those numbers that looks like a typo until you do the math twice. It isn’t. The overwhelming majority of those accounts are simply sitting there, untouched.

    The numbers behind the dormancy

    Bithumb dominates the foreign account roster, holding roughly 484,846 of the 566,352 total accounts on its own. Across all exchanges, only 517 foreign accounts have completed KYC verification, which is 0.09% of the total pool.

    The value of digital assets and cash deposits sitting in those dormant foreign accounts comes to about 30.36 billion won, or approximately $21.9 million. For context, that is not a lot of money for half a million accounts. It works out to roughly $38 per account on average.

    Corporate accounts tell a similar story. Of 6,590 total corporate accounts, only 29 were active last month. Corporate KYC completion was higher at 711 accounts, or about 10.8% of the total, but active participation remained nearly nonexistent.

    How South Korea closed its market to foreign crypto investors

    The root cause traces back to 2021, when South Korea revised the Act on Reporting and Using Specified Financial Transaction Information. The revisions imposed real-name banking requirements, meaning crypto traders had to link their exchange accounts to verified Korean bank accounts held in their own name.

    For most foreign nationals, that is effectively impossible without a Korean resident registration number and an active domestic banking relationship. The 566,352 accounts that remain are largely relics of the period before those restrictions took hold. They were opened when access was easier, and they have largely gone untouched since the regulatory environment shifted.

    Industry observers have been raising alarms about these findings, arguing that the regulatory framework has chilled not just foreign investment but domestic confidence in Korea’s competitiveness as a crypto hub. There are reports that local Korean investors are routing assets to offshore platforms specifically to access global markets that domestic restrictions complicate.

    What this means for Korea’s crypto ambitions

    For international investors, the practical takeaway is that getting meaningful access to Korean exchanges remains structurally difficult. The KYC completion rate of 0.09% is not a sign of investor disinterest so much as a sign that completing verification requires conditions most foreigners simply cannot meet.

    The policy pressure building around Rep. Park Sang-hyuk’s report suggests that lawmakers are at least aware of the problem. Industry advocates are pushing for regulatory adjustments that would open Korean exchanges to broader foreign participation, either by modifying the real-name banking requirement or creating alternative verification pathways for non-residents.
