XRP traded near $1.56 on August 22 after climbing from about $1 earlier in the week, with the rally beginning August 19 before Vice President JD Vance’s Newsmax interview aired. During the August 20 discussion, host Carl Higbie asked Vance whether a cryptocurrency reserve including XRP could help offset the $40 trillion federal debt. Vance did not address XRP directly, instead citing Treasury Secretary Scott Bessent’s growth strategy and a proposed sovereign wealth fund. No policy changes were announced. Separately, XRP Ledger auto-bridging data showed account names associated with Wells Fargo and Abu Dhabi Bank, though verification of actual institutional involvement remains pending. RLUSD accounted for 58.8% of tracked volume in the 24-hour snapshot.
Key Elements

XRP extended a weeklong rally to trade near $1.56 early Friday after Vice President JD Vance fielded a question on national television about whether the government could use a cryptocurrency reserve to help offset the $40 trillion federal debt. While Vance offered no policy commitments, the exchange reignited investor focus on Washington’s stance toward digital assets.
The interview, conducted by Newsmax host Carl Higbie on August 20, put XRP at the center of a fiscal discussion that has been building since President Donald Trump first floated the idea of a national digital asset reserve in March 2025. Higbie recalled that Trump had named bitcoin, XRP, ether, solana and cardano as potential reserve components, then asked Vance whether the administration planned to deploy those holdings against the debt.
Vance sidestepped the XRP question. Instead, he pointed to Treasury Secretary Scott Bessent’s economic strategy, which he described as a plan to get the economy “growing faster than our debt,” according to the interview transcript. He also discussed Trump’s proposal for a sovereign wealth fund that could invest on behalf of the country. At no point did Vance say the government would buy XRP, use cryptocurrency to repay debt, or place digital assets in the proposed fund.
The federal debt crossed $40 trillion in August, according to Treasury Department data, adding urgency to questions about how the administration intends to manage borrowing. Vance’s remarks did not alter the existing policy framework, which was established by an executive order Trump signed four days after his March 2025 crypto reserve comments. That order created a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile, both funded exclusively through forfeiture and seizure. XRP is not individually named in the order, and acquiring additional non-bitcoin assets would require further executive or legislative action.
Price Action and Technical Levels
XRP traded around $1.56 early on August 22, up from roughly $1 at the start of the week. The token briefly approached $1.70 as trading volume increased before consolidating. The rally began on August 19, before the Vance interview aired, indicating the televised discussion did not trigger the initial move higher.
| Technical Indicator | Reading |
|---|---|
| 50-period EMA (4-hour) | $1.16 |
| RSI (4-hour) | 88.78 |
| Nearest support | $1.34 |
| Deeper support | $1.16 |
| Key resistance | $1.70 |
Note: An RSI reading above 70 is typically viewed as overbought, which can signal increased risk of volatility or profit-taking without guaranteeing a trend reversal.
XRP held above its 50-period exponential moving average near $1.16 on the four-hour chart. The relative strength index climbed to 88.78, reflecting strong but extended momentum. A sustained move above $1.70 could support further gains, while a close below $1.34 would weaken the immediate breakout and raise the possibility of a broader correction.
Institutional Names Surface on XRP Ledger
Separately, a snapshot of XRP Ledger activity drew attention after two major financial institution names appeared in auto-bridging transaction data over a 24-hour period. Crypto enthusiast ChaCha, who tracks real-time data from a dashboard associated with analyst Chad Steingraber, reported that Wells Fargo and Abu Dhabi Bank appeared in XRPL auto-bridging flows.
Auto-bridging is a built-in XRPL feature that uses XRP as an intermediary asset when doing so provides a better exchange rate between two other currencies. The dashboard tracks transaction counts, volumes, and asset flows across the network.
RLUSD, the U.S. dollar-pegged stablecoin issued by Ripple on the XRP Ledger, accounted for the largest share of tracked volume at 58.8%. ETH followed with 17.5%, while USDC represented 12.7%. Other assets in the flows included USD, EUROP, USDT and BTC.
| Asset | Share of Tracked Volume |
|---|---|
| RLUSD | 58.8% |
| ETH | 17.5% |
| USDC | 12.7% |
| USD, EUROP, USDT, BTC | Remaining share |
Note: Volume data comes from a third-party XRPL auto-bridging tracker and reflects a 24-hour snapshot.
The largest recorded auto-bridging route was USDC to RLUSD at 1,878,199 XRP, followed by USD to RLUSD at 1,056,567 XRP, and EUR to ETH at 1,019,578 XRP. The tracker also documented RLUSD to USDC flows of 747,739 XRP and XAH to RLUSD activity of 222,615 XRP across 4,366 trades.
ChaCha acknowledged that XRPL account names can be set arbitrarily by users, meaning the appearance of bank names on a dashboard does not confirm direct institutional involvement. The actual organizations behind those addresses would need to be verified through on-chain identification work, ChaCha said, while emphasizing that transaction volumes remain analytically significant regardless of account labels.
What It Means for Investors
The convergence of the Vance interview and the XRPL activity data has amplified attention on XRP at a time when the token is already experiencing strong upward momentum. However, neither development represents a confirmed policy shift or verified institutional adoption. The administration has made no commitment to purchase XRP or use digital assets for debt management, and the sovereign wealth fund concept remains separate from the crypto reserve framework.
For traders, the immediate focus is on whether XRP can hold above the $1.34 support level reclaimed during the breakout. The elevated RSI suggests the rally may be stretched in the short term, while the broader narrative around U.S. government engagement with digital assets continues to provide a backdrop for speculative flows.
